Abstract
The findings of this report are, however, fundamental to our objective of better understanding how we can improve the lives of children. This rigorous evaluation, using the highest levels of scrutiny, illustrates that children enjoying a service does not necessarily mean that it is making a difference to their behaviour; it also highlights the important of independent evaluation as a means of assessing impact.
