Abstract
This technical note provides a comprehensive review of soil moisture measurement approaches relevant to Irish hydrometeorological conditions, with a particular focus on the development and application of the Irish Soil Moisture Observation Network (ISMON). Soil moisture is a critical climate variable, influencing the water cycle, agriculture, flood risk management, and climate change adaptation strategies. This report examines the physical basis of soil moisture dynamics, describes national soil characteristics, and assesses state-of-the-art measurement technologies.
